Information on "Right to Vote" & survey on " Why to Vote"

It has been really shocking to see that in a city like Chandigarh, where education level is at its highest level and people are not even aware that they can vote even if they don’t have their voter card made but the name should be in the voter list.

This is a real a big setback for Indian society, system and constitution that even after 62 years of independence, Indian citizens are not even aware about their voting rights. Is this what we call real development of society & nation? In a survey of around 4 hours 30 minutes in heart of Chandigarh in interaction with more than 200 people, following issues have come up which are needed to be taken care of at utmost priority level:

1. From where people can check their names in voter list?
2. How they can vote even of their voter card is not made?
3. If they have got the right to regret to voting?

When, it was asked that why they want to vote and what is the real issue for them which should be taken care of at priority level this time then r
A. Reply for first query was: Because elections have come and to form a new government.
Remarks: But there was no logical reason with anyone in the replies received. One must know that why voting is important? And how it can make an affect in the system?

B. Reply for second query was:
1. More than 50 % people said that they don’t have any issues as such and they are not even concerned or bothered about it.
2. 25-30% people said that the have always been voting either congress or BJP or other party and no matter how good or bad they are but they will stick with them only and will vote them only
3. 10-15% people said that whomsoever one will refer, they will vote them. In this category all the people who were interacted with, were the people who were hawkers, low income group or poverty line.
4. Only 5-10% people raised issues likes terrorism, education, infrastructure improvement, terrorism, good governance etc.

These are kind of shocking and demoralizing figures which clearly states that people are somehow not concerned, aware, educated about system and value of vote and at last but not least, not feeling connected with the system even now, which is a matter to be taken care of well.
Well, to conclude with our main 3 question, replies for which in current elections will surely help people to understand about the things about which they are not aware of are:

Q.: From where people can check their names in voter list?

Ans: They can go to election commission office.
They can go to M.C. of their area to confirm for the same.
They can visit election commission website and send their query for same.

Q: How they can vote even of their voter card is not made?

Ans: If the name is in voter list then one can carry following documents if the voter card is not made:
1. Driving License
2. Passport
3. Ration Card
4. PAN Card
5. Application stating the details of voter with address duly attested by Gazzetted officer.
6. Telephone/ Electricity/ water Bill

Q. If they have got the right to regret to voting?

Ans: According to THE CONDUCT OF ELECTIONS RULES, 1961:
Section 49-O. : Elector deciding not to vote.-If an elector, after his electoral roll number has been duly entered in the register of voters in Form-17A and has put his signature or thumb impression thereon as required under sub-rule (1) of rule 49L, decided not to record his vote, a remark to this effect shall be made against the said entry in Form 17A by the presiding officer and the signature or thumb impression of the elector shall be obtained against such remark.

Now, this is what we call “the freedom to express” or “Democracy” that if you are not willing to vote for any of the contesting candidate, then you can ask for FORM-17A from the presiding officer and c\declare that you are not willing to vote for any of the candidate and that declaration will be somehow taken care of.
Hence, you all are requested that everybody must vote and if one is not willing to vote then surely they must participate in election and give their declaration OF “Regret to Vote” on FORM17-A.

Vote: It’s not just our right but our responsibility too. Use your right and fulfill your responsibility to build a strong nation.
